When considering the "overhead" of a business, are the taxes (federal/state/municipal ) considered overhead?

Depends on the tax... Property taxes would definitely be a part of overhead, as they do not depend on sales. Sales taxes would definitely NOT count as overhead, nor would income taxes.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
