This has been going on for awhile The idea is to have other, more experienced Askvillers teach newbies how to categorize topics. This cam about shortly before the suggested topics. You’ll notice that when you ask a question, then try to add topics a drop down appears.
This is because many questions were miscategorized. People werent getting points and possiby coins that they desrved. The problem with these added topics is that we still don’t get points for italicized topics.
I’m hoping that there will eventually be a way to get points, but we have to be careful because there is some pretty bad points, coins gaming going on now, between some users. If you look in the Askville blog, there’s more information on the topics. askville-blog.amazon.com/2007/02/index.html" rel="nofollow">askville-blog.amazon.com/2007/02/index.html Here's the whole thing, you can sort by date now.

Ever since I’ve been here other people could add topics to another person’s question. I assume that is what happened to your question. Those added topics are just used as suggestions though and don’t count in the scoring.
For example, if you asked a question that I thought should have “dogs” listed amongst the topics I could add it but when the final ratings were posted nobody would get points in the “dogs” topic because the questioner didn’t add that topic. Only the topics that you add when you ask the question garner points when all is said and done. Sources: my experience .
It's been around since at least January... In the January 29 post in the Askville blog, "Topic Navigation - Green Colored Topics", the Askville team mentioned that people could use the "Suggest Topics" feature to add topics to questions. Answerers don't gain experience points for suggested topics, but it can help people learn what topics to put on their questions.
They've always been there in some form... Askville has always had the topics attached to their questions but they've (relatively) recently made them more user-friendly. It used to be where the only topics that would show up were the ones added by the question answer, regardless of how relevant they may or may not be for that question. Since this is in Beta though, Askville took some of the advice of several of the users and made it so topics could be added after the question was asked as well.
These are the ones you see in italics. Hope this helps, have a good one! Sources: Askville.Com Blogs, Askville.
