Not usually, no. Only if you want it to be able to reach something in particular such as its food Horses should be tied with about a foot or two of slack. Just enough slack that he can move his head, but not long enough that he can get tangled in it.
If you want him to be able to reach food, get him to put his head down to the food, and tie the rope so that the clip of the lead rope doesn't touch the ground. Only give just enough slack so he can only just barely put his head down to the food.
