It's legit, as in they are an actual third party seller of travel, and booking made through them are real. But the prices you sell are not necessarily available. Often when you try to book, you find that the available price is significantly higher.
In fact, it is virtually certain (except in the "name your price" function that you will pay MORE if you book with Priceline (or any other third party) than if you booked directly with the airline.
