Yes they can track the location and computer, but it is difficult to determine who is using the computer. This makes it difficult to convict the person in courts. If the person says they didn't use the computer, which they will unless they want to confess it was them on it when the threats are made.
If she doesn't pay the bills for the IP, then they would have to wait until she goes to do the threat and arrest her. If she says she is going to do it in a hour and she starts walking to your house, then they can arrest her for being the one.
