Where do you plug in a hand held computer to diagnose problems on a 1989 Ford Tracer?

Answer A 1989 Tracer is equipped with a MECS (Mazda Engine Control System). The diagnostic connector is located under the hood, possibly somewhere on the driver's side inner fender area, and should have a cover marked "diagnosis," or some word like that. However, not just any scan tool will even hook up to that system, much less scan it.

The MECS system is pretty obscure, so I would be surprised if you have something that links up with it.
