I have always thought that "working" dogs were the most hyper, particularly if they are not given a job. A border collie without something to herd, or a similar use of its intelligence, has a ton of nervous energy that can be perceived as hyperactive. If you go to a forum on "hyper dogs," opinions are all over the place.
Some say it's the Chihuahua, but other just perceive that as small-breed nervous energy. Someone said, "Boxer. " It may well be that some people will report the breed of their dog as the most hyper.
I think the reality is that the owner may have a hyperactive individual, but that may not depend on the breed at all. It may be that the owner isn't giving the dog enough to do, enough attention, or enough exercise.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
