Any time I start to get a little bumpy I'll use an electric like a Norelco,but splash plenty of cold water on your face aftterwords.
That seems to sooth the razor burn a bit. Next I follow with witch hazel as an after shave,that stuff works great. This will act as a skin toner and is actually quite nice.
