Brazil is known for its crazy parades. There is some nudity associated with Mardi Gras in New Orleans, but it's confined to the French Quarter tourist section, and therefore only temporally associated with Mardi Gras, not actually a part of the festival. In fact, locals shun the practice.

The most nudity is in Rio. Remember that in Rio it is late summer while in New Orleans it is late winter/very early spring.
