A. If he's not mentally competent to stand trial, death row is irrelevant. He'll be sent to a mental institution until such time that he is competent enough to stand trial - which may be never.
B. Yes. How can you punish someone for an action they weren't fully cognizant of doing, and may not have even known what they were doing was wrong in the first place.
For all we know, Holmes thought he was shooting up a bunch of killer kumquats from the k'lorx nebulae who were threatening Earth with their fruity goodness and maniacal monkey madness. C. I don't believe in the death penalty.
Here in California, there are convicts who have been on death row for decades. It's a huge financial drag on the legal system and frankly isn't providing the "bang for the buck" that the public thinks it does. I also think the shooter did this to get attention.
If so, how is a highly publicized execution, in which he's simply given a shot that makes him go to sleep, punishment? He certainly didn't grant his victims a quick painless death. No, instead we should stick him in prison with no chance of parole.

Other than the stereotype of the "psychopathic maniac" I don't think it's going to have much of an impact at all. Unfortunately even the real issues surrounding mental health in the US will largely fade within the next several months.
I can tell you right now that they DO NOT put mentally ill people on death row. They always have psychiatrists to sort all this out before court begins.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
