No. You are not understanding how it works. You need a JOB FIRST, before you can get a work visa.
Read that over until you understand. A work visa is not a permit for you to move to Japan and then find work. A work visa is issued ONLY AFTER you meet the requirement of having a job offer in hand.
Your degree has nothing to do with the legal requirement - it has to do with being able to satisfy the requirement of an employer and convince them you are qualified for the position. For people of certain nationalities (e.g. Australian, British, Canadian, etc.) they can get a permit to work called, "Working Holiday Visa" if they are in Japan as tourists. But this does not mean they get to stay as long as they want; the 90 day limit still applies.
Unless your Japanese, no. EDIT: You can get a temporary work visa (valid for one year) if your Australian, New Zealander, Canadian, South Korean, French, German, English/Welsh/Scottish, Irish, Taiwanese or Danish. You don't need any qualifications for this, only need to be a qualifying nationality.
