Who is the best dressed actress to ever walk down the carpet?

Over the past years , there had been lots of best dressed actresses and some of those who have received bad reviews and criticism for their horrible dress choices , have also done a change of wardrobe and now look better on the red carpet. I have to say that this is a personal opinion, I actually like all the dresses that the actress Penelope Cruz has ever won to the Oscars. The dress she wore last year was a stunning Donna Karan Bordeaux satin pleated draped gown, that was the talk a lot of onlookers.
