Woof! That’s a tough one. It mostly depends on how you define worst: Least effective: Harrison and Garfield because they didn’t live long enough to accomplish anything, hardly their fault.
Least effective who lived: Buchanan (to be fair, I don’t think anybody could have prevented the Civil War but he certainly didn’t do much in the way of trying). Most willing to trash the Constitution: Lincoln (also, of course, tied with Washington for best president), FDR (my personal #3 best, YMMV) and Dubya. Crookedest politician: Rutherfraud B.
Hayes, Nixon. (I'm giving Dubya a pass on this only because the most egregious crookedness was by his VP and supporters, not by him personally. ) Sleaziest: Harding, Nixon Most unfit for the job: Andrew Johnson Least qualified: Dubya and Truman Least competent: Dubya by a landslide.
Grant and Carter. Both good men but not up to the job. Least moral (sexually): JFK and Clinton Least moral (in general): Nixon Best Actor: Reagan Biggest Blowhard: Teddy Roosevelt (ya gotta love the guy though).
Worst war leaders: Polk for the Mexican War, Johnson & Nixon for Viet Nam and, of course, Dubya for the current unpleasantness. Honorable Mention: Madison for 1812. Most damage to the country: Dubya, hands down.

Thanks for the clarification - now I feel I can answer this one! For a number of years, those who know more than most of us about such things, have generally conceded that the all-time worst President was James Buchanan who preceded a guy named Lincoln who is generally regarded as the greatest. Others on the list of worst have included such noteworthy names as Franklin Pierce, William Howard Taft (who once got stuck in the White House bathtub), Calvin Coolidge, Herbert Hoover and Jimmy Carter.
However, it appears that poor old James B. Is going to have to step aside for a new claimant to the throne and title of all-time worst, for when the current occupant of the White House, George W. Bush leaves in January, 2009, barring a major miracle of some kind, he will assume the title of all-time worst.
Why Bush? Well, let’s see - first off, he never really had an original thought since his thought processes aren’t developed well enough for that to happen. Most of his major decisions - despite what they say - were made by Dick Cheney and Carl Rove, the mastermind behind getting people to accept this mental giant as leader.
Then of course we have Bush’s War. The fool and his advisors invaded the wrong country! There were no al Qaida terrorists in Iraq although they’ve since moved in and found a home there now.
He should have sent all those troops to Afghanistan to ferret out Osama bin Laden and his gang of terrorists, but instead the troops went to Iraq because he personally had a grudge against the leader - Saddam Hussein. And isn’t it ironic that one of the civilian contractors which has made billions of dollars there was one where his Vice President used to work, Halliburton? "Mission Accomplished" my foot!
And let’s not forget about how he praised his FEMA director for the great work he did in helping those in the South in and around the New Orleans area following Hurricane Katrina. They did such a fabulous job that the people are still suffering and God help them if another hurricane should hit the area. Good job, indeed!
Meanwhile, using Katrina as an excuse, the oil companies shut down some of their off-shore drilling operations and the price of gas went up to $3 or more per gallon depending upon where you happened to live. Several years later, the oil companies - all of whom are Bush supporters and friends of his - are raking in massive profits, and the price of gas hasn’t fallen down to anywhere near the pre-Katrina levels. Then of course, there were his tax cuts for those earning over $200,000 a year - yeah, they need the tax breaks - while the middle class, once the backbone of the country - continues, in proportion, to pay more than the rich.
Some tax cut, Dubya - thanks for nothing! How can we forget what the Bush administration has done for education? Here’s a guy who can’t even pronounce the word "nuclear" among others and says things like "The question is, is our children learning?"
What an outstanding example to set for our young people and children! This is the guy who gave us No Child Left Behind which should really be called Every Child Left Behind If They Can’t Pass a Standardized Test Every Year. This is a person who has made the education system in this country a disaster!
But then, he did get a degree from Yale with a GPA just above 2.0.....and he can’t even recall what he got in certain courses telling a news reporter he got a B in Economics when a check by MSNBC, CNN and even his beloved mouthpiece, Fox, showed it to be a D. Big difference Dubya. In addition, he has made the US the least respected country in the world, alienating most of our friends around the world while at the same time showing himself to be a clown - remember the famous back rub he gave the German Chancellor?
Remember how she cringed? I would have too. There’s no way we can overlook the great things he’s done for the environment - global warming (which he initially denied even existed and he is only now acknowledging to be a problem) has increased dramatically thanks in part to his environmental policies - one of which lessened the standards and allowed more emissions from plants to be put into the atmosphere.
Cough, cough! How can we forget the way he sold out to the conservative Christian right, pretending to be one of them - a born-again type - while really deceiving them, catering to their whims on the advice of his father. This is one time father definitely didn’t know best.
S catering to the far right got us a conservative Supreme Court and God only knows what they’ll do before the next administration can appoint a couple more liberal judges. And that’s just the tip of the iceberg - what few there are left - and it will take the next administration, hopefully a Democratic one - years to clean up his mess. So there you have it - the New Worst President of All-Time - the one and only (thank God for that) - George W.Bush.

President Bush (jr), by far s legacy will be one of a damaged economy, an unwinnable foreign conflict, almost a trillion dollars worth of war expnses that will need to be paid off, corruption and misuse of power and there are so many more things. Top it off with the fact that the guy is a complete moron - how could this country ever have sunk this low? .
Bill Clinton. S escapades with Monica and a cigar in the oval office showed a complete disregard for the rank he had been entrusted with by the people of the United States. True, Bush plainly lied about 'no new taxes', Truman got us involved in an ill-advised conflict in South East Asia, Nixon lied to cover up for his underlings, Kennedy grandstanded the Cuban Missile Crisis in order to enhance his personal image, and Carter gave away the Panama Canal, but none of these men sank to such a low level as to commit unspeakable acts of base lust in the oval office itself.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
