The term break beat does refer to break dancing. Before music was made specifically to break dance too people would wait for an instrumental breakdown to start dancing, which later became known as the break beat. As far as the pioneers of break dancing, The rock steady crew was the first to reach world wide recognition but were by no means the first break dancers.
