That is a great question. The answer, simply put, is because black neighborhoods statistically tend to be higher-crime and more run-down than white neighborhoods or integrated neighborhoods. It is NOT because all black people are criminals or because black people hate white people.
Rather, it is the result of centuries-old systematic discrimination, including housing segregation. Also (as a general rule, though not true in all cases) all-black neighborhoods tend to be inhabited by-and-large by lower-income/less educated blacks. Middle-class blacks tend to live in white neighborhoods or integrated neighborhoods.
So obviously, if you're living in a neighborhood that has a low average income and a low level of educational attainment (no matter what the racial makeup of the neighborhood is), the crime rates are going to be higher. I live in a historically African-American neighborhood that is gentrifying, which is problematic because as more white people move in, the real estate prices go up and black people can't afford to live here anymore. Of course it's nice that it's getting safer here, but there is a downside as well.
If you're really interested in the issue, you should look into the field of urban sociology, in which a lot of substantive research and analysis pertaining to neighborhood/housing segregation has been conducted. The book American Apartheid by Massey and Denton is a good exploration of the topic as well. Don't listen to the people who say that it's because black people are racist.
They don't know what they are talking about. It's impossible for black people to be racist (though it is possible for black people to be prejudiced) because racism is a system in which whiteness equates to privilege and blackness equates to oppression and denial of personhood.
Because every single black neighborhood in America is an insane crime area. And blacks are the most racist people I've ever encountered in the USA. The American reality is if you want to live a long happy life in the USA, shun black people.

A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
