Yes. If past history is any example, Sony will continue to license games for the PS3 for several years, but the supply of games that are actually made for it will soon dry up to just the annual releases of sports games. MS and Nintendo have historically cut off licensing of games for their previous consoles fairly shortly (usually within just a few months of the new console's release), but MS has held off on that o far this time around.
Still, just because they aren't releasing new games for it doesn't mean it won't be enjoyable. If you haven't had either system before, then there is a large catalog of great games available on the cheap, since they will likely be available used at places like Gamestop and Amazon. For gaming on a budget, that is likely the best way to go.
