All the article says is that BP told MMS that they were trying to seal cracks in the well. You have no way of knowing whether that information made its way up to Obama or if it stayed with MMS. How is it Obama's failure if some low-level bureaucrat in MMS didn't pass this info along?

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
