I watch a family of quail everyday in our backyard. The young ones follow the parents everywhere. In the evening I have seen them going down the street and checking out everyones front yard.
One day I saw the mother quail teaching the young ones how to go over the fence into our back yard. They follow whereever the parents go. I don't see that with other birds just the quail.
They flock together so that the predator chasing them will pick off the weakest and slowest that are at the back of the pack. It isn't to protect one another. It is to make sure that the strongest survive.

Staying with the pack is safer, as long as the predator(s) aren't capable of handling the whole pack at once - as with some kinds of fishing where whole schools of fish are caught in one net. If you're in a pack, first you're harder to single out, but you're also "safe" while the predator is dealing with his prey. If you go solo, it's one-on-one.
Not all groups of animals have a designated leader. Migratory birds, schools of fish for instance do not appear to have any identifiable leaders.
