Why do people let their dogs eliminate waste all over other people's property?

I had one particular neighbor who let her dog do his duty right at the corner of my property - which just happened to be a bus stop for elementary kids. After watching this go on for too long, I politely asked her if she let her dog do that in her yard. Since that time, she walks on the other side of the street and lets the dog poop in other neighbor's yards now - but she brings a bag - just for looks.

ME I'd be willing to be that this person has never once thought about the other people. Some Cities and Towns have laws Many areas have 'poop scoop' laws, requiring pet owners to pick up their pets droppings. Might be worth your time to call your City Hall and ask if there is such a law in your area. You have asked her nicely, she knows the drill if she carries a plastic bag... If not, you should... I live in a village that has both noise, waste and leash ordinances. If you have to pay a license fee to your community you most likely have at least one of these in play. Since you've already spoken to your neighbor, and she's still continuing this filthy behavior, it's time to call the police.

They should be enforcing any waste ordinance your community has. If your community does not have this law, time to go to a Trustee or Board meeting and propose they enact one. You could also ask for a sign to be posted on your street (generally the sign reads something like: Per ordinance 315.3 dog feces (or animal waste) shall be properly removed and disposed of from Village property).

If you're really having a problem with this neighbor, you could discreetly video her from your window in the act of 'pretending' to pick up, then submit the time and place to the police. Another thing people have done in my community is to write letters to the editor of our local paper (some funny, some angry) regarding the 'pretend to pic-uppers'... Personally I think these people are too lazy to care for a dog or a home properly. I have three dogs, and lots of other animals.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
