I have found poor reading comprehension is not just localized to Hubpages. Out in the 'real world' when it comes to providing answers to surveys and questionnaires its just as prevalent. Reading comprehension in general appears to be lacking, particularly on the internet and there could be a few reasons - I will cover a couple in my reply.
Firstly, English is not everyone's first language and Hubpages is part of a international community. I am sure there would be a quite a few Hubbers who come here to try to better their understanding of English. When it comes to "question" time hubbers probably don't put as much thought into the answer of questions as much as their enjoyment in replying.
Laziness may be another reason for poor reading comprehension of questions (however from my own experience I'd also have to point out that a fair amount of questions are also poorly worded). How a person interprets a question could also be different to how the person writing the question intended it to be perceived. Now unfortunately I could only find a small amount of statistical data when it comes to reading comprehension or literacy.
What I did find was that in 2003, the US rated second last in an International Adult literacy and lifeskills survey which involved six countries. The US score was an average 269 out of 500 rating them just infront of Italy. When looking at all 6 countries, the US score was only slighly lower than the total average of 272.
How does this apply here? Well, I don't think I'd be wrong in assessing that a large percentage of Hubpage users are from the US. However, even when you look at the overall average of the 6 countries that participated, when it comes to literacy standards worldwide there is a lot of room for improvement.(Source for Stats: nces.ed.gov/Surveys/all/figures.asp?FigureN.
Ah, they are the ones training to be solicitors, estate agents, financiers, or politicians. They come here as a precursor to their studies in these reptilian professions to learn how to avoid answering the question asked, and instead, put forward the point they want to make. They are also the ones who play guessing games by not asking questions here, they just bung up a statement or instruction, sometimes tagged with an inappropriate question mark, and expect us to know what they are talking about.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
