It does! However, the glue while in the bottle contains solvents that prevent the mass of the glue from drying out. Once the glue is out of the bottle, the solvents evaporate, and so the glue dries to a hardened state.
Glue stick does not really adhere to plastic that well. Also, most glue products work when they become dry. The container maintains a certain level of moisture preventing them from sticking to the inside of the containers.
