In a nutshell, they were in heaven and had intimate knowledge of God's truth. Therefore their willful decision to turn from the truth is inexcusable. God created Hell for Satan and the fallen angels because there is no other options for them.

Primarily because they don't have a saviour. We, humans, can only repent because we DO have a saviour. The penalty for sin is death.
That is all inclusive. Men sinned, Jesus died, penalty paid. Repentance brings forgiveness, not just "because", but that the penalty has been paid.
There is no "debt" to pay, it has been paid. For all those who don't accept the sacrificial death as a replacement for their own, will have to die TO pay their own. If I owe a bank money, and someone else goes and pays the debt off, I am not going to be punished for breach of contract.
The (righteous) requirements of the contract have been met, so it is annul and void document.(fallen)Angels still have a debt that hasn't been paid!
Because, angels are not like humans; we have souls and they are like androids-very very intelligent and wise androids-but still, they were made to serve a function. We were created to have a relationship. When an angle rebels-it simply has broken and God does not need to put too much feeling into its end.
Because he cared for it does not mean he was in love with it enough to spend eternity trying to fix it...that would become like the story of frankenstein! And to top it off, angels are not capeable of love. God wants to be loved by someone that wants to love him-angels do not have that ability.
Think : would you spend all your time building and rebuilding a robot, when you've just become a new parent of a baby?

It must be impossible for them to repent. They must have damaged themselves beyond repair by their wrong conduct.
No human knows the role they fully play or what their contract is with the Divine Creator. If you have read the Goetia, you will know that a number of the spirits and demons that Solomon questioned fully expected redemption, once they completed their particular contract. If the "sacred texts" of religion are the only source one uses, the mind becomes closed to other possibilities.
Even the demons are aspects of Creator, just like each of us. Which means that to condemn them is to condemn the Divine for asking them to play the role of evil, an essential component on this reality of polarity.
I'm pretty sure God has his reasons. And like others said, they were in heaven - and they were supposedly a lot more intelligent than us. Lucifer (Satan) just decided he wanted all the attention and threw a fit.So he got stuck in his corner.
He did. He asked them to serve him/obey him/ acknowledge he was God and they refused. He gave them a chance and they refused to honor him as God because of their pride.As a result they don't want to be forgiven.
Its kindda like how you end up in hell because you'd rather be there then with God.

Repent now because the amount of time for you to repent in each individual life on the earth is whatever the amount of time that you are living on the earth and I would not gamble to repent on your death bed because most death to an individual comes suddenly such as car crashes and heart attack, strokes. Go ahead and gamble to repent in time before you die but I guarantee that you will come up far short to repent in time before you die. Instead why not go to Las Vegas and go to the roulette wheel and put all of your money on black or red with a wild card numbers of 1 to 10 and I am being generous with giving you these numbers to have the ball fall on any of this on the first spin and this is your chance of repenting in time waiting till you are on your deathbed before you die on the earth.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
