The problem is that the Republican Party does not want it regulated and they will not negotiate with Obama. This has really killed a great deal of his attempt at bringing people justice in this respect.
Too many Republicans are being paid by the Health Insurance industry to fight regulations that would save people money, but cost the Health Industry more money. The Health Insurance industry isn't really about Health care. This is what most people don't realize.It is a business created to make money just like any other business, and they don't care how they do it.
They do it using denial of coverage, and the incremental raising of premiums. Money comes in because people trust they are buying security for when health problems arise, just like Social Security. But that's not how the Health Insurance companies see it.
They see the money they have to pay out as a loss, not giving back to people what they deserve and have paid for is protocol and the real money maker. They pay politicians to vote against regulations that will force them to do what they are supposed to do. What little progress Obama has made, even the fact that he has made it possible for children with pre-existing conditions to thankfully receive much needed health care funding, is under threat by the GOP of being appealed.
They don't care about taking this away from children again. The GOP is a branch of the Health Insurance industry as far as I am concerned, as well as the Food industry, the Oil industry, the pharmaceutical industry and any group on Wall Street fighting for deregulation in gaming with investments. Honestly, this country could do without them.

These two industries are obviously intertwined. Why has their rate of inflation been allowed to skyrocket faster that all other businesses? These two businesses now take about one third of my income.
