Dogs primary communication comes from body language, so that would be my first guess. You don't want to be stiff/nervus. They can usually tell.
Especially if you pulll away, jump, or back away. That generally makes dogs distrustful. If you don't know the dog, you should basically ignore them and stay relaxed and let them sniff you.
If they are friendly it is good to get down on their level so they don't feel intimidated. Talk to them in soothing, friendly voices. Some people just aren't dog people, and dogs have a good way of seeing it.
My dogs are good with people, but occassionally they want nothing to do with certain people.
