It really depends on the area and climate, but winter tires can provide a great deal of traction on snow and ice, typically more so than using chains. And, unlike using chains, you don't have to get out and muck around in the snow to take them off/on throughout the season. Of course, if you only usually get snow or ice once a year, they will probably not be worth the added expense, as long as you understand that your regular tires will not preform very well in winter conditions and drive accordingly.
