Why put phrases like "promote the general Welfare" or "promote the progress of science" in the Constitution?

The federal government has provided many specific things that help people generally. Think highways. Grand Coulee Dam that provides Microsoft in Seattle with low cost abundant electricity so they can afford to give you a free copy of Windows10.

A postal system so that stuff you buy on eBay or Amazon can be mailed to your home. The research and development that led to the internet you are using right now. Vaccines so you don't die from easily spread viruses like flu.

Regulation of radio spectrum so that television and radio broadcast services operate effectively.

Having a police force and general rule of law for everybody. Having an army. Etc.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
