Why would a 1995 Chrysler Cirrus act like it wants to start but it won't fire and sounds as if it is out of gas but it's not?

When you first turn your ignition key to the "run" position (do not start), you should here the fuel pump go through a priming operation. The pump is located in the gas tank so the sound will come from behind you and run about 2 or 3 seconds. No sound means no pump operation and will be the reason your car is not starting.

This could be caused by a pump failure - expensive or an electrical failure to the pump - not so expensive. If the pump indeed is at fault, often tapping the area around where the pump wiring enters the gas tank will cause the pump to begin working again. Although not repaired, the vehicle may often run for some time after this type of roadside fix.
