My tap water is cloudy today but I was cooking beans and boiled them in it. The beans turned red and foamed. I then took baking soda and put in some water and the water appeared to begin to steam.

Sounds like the acidity is high Based on what you say above, you water is safe to use/drink, but there's really no way of being SURE of that unless you have it tested. If it comes from a municipal source then I doubt you have anything to worry about. The fact that your beans turned color and foamed indicates to me that there's something in the water that is more aggressive toward the proteins.
A protein foam is common when cooking certain foods. It is generally skimmed off the top of a pot of consomme or other long-boiling cooking techniques since it will never go back into solution or break down completely. It's not harmful in any way.It's just unsightly.
Baking soda is an alkaline which is why I suggested your water may be more acidic than usual. What you see as "steam" is most likely off-gassing of carbon dioxide from the reaction between the acidity of the water and the alkalinity of the baking soda. Again, nothing to worry about.
