Yes. Recently the services have been cracking down on new enlistees with massive tattoos. The Coast Guard, Marines, and Air Force have the strictest requirements; and the Army generally the most lenient, allowing full sleeves and waivers even for hand and neck tats There are exceptions to this rule.
