If you are turning off your central electric heat and heating only the room you are in, and leaving the rest of the house unheated; (which is how they calculated the "savings") then you CAN reduce your total electricity usage. If you are turning off central gas heat and heating only the room you are in; then you will reduce your natural gas usage; but increasing your electricity usage; which may not benefit you depending on your electricity and gas rates.
