I think most men would find that avoiding staring at breasts is quite hard, not least because that is nature's way. If staring is done in a lecherous, purely sexual way, it becomes sleazy and uncomfortable to the woman. The feelings a woman experiences in such situations are those that make their skin 'crawl', a feeling of being 'not a person, but an object'.
I think it depends on the woman and the way a man is staring. Many women who are flaunting it want someone to see, but it is uncomfortable when a guy is not even trying to be subtle. The uneasiness comes when a woman is not trying to be oogled at.
