No you would not, however, as soon as you step out of your home, your iPhone will automatically pick up a 3G signal, and the next time you use data (even unknowingly) you will be charged whether it was intentional or not.
You may if your phone is configured to always use 3G, but if it is not, you will not. Just to be sure you won't be charged, you can disable cellular data. To do this, go to Settings - General - Network and silde both 'Enable 3G' and 'Cellular Data' to off.
