You offer a new lease to the tenants with a 60 day notice. If they decline your lease offer you just hand them a 60 days notice to move. But i`m a bit confused about your rental.
You said it was not a house and it was 2 separate buildings. So you have a duplex then and you can rent the other side out? If they are renting the entire home even though it is 2 separate buildings it should not fall under the rent control.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
