For the first question, NO. For that you will need an extreme graphics card. The HD5670 is just a mainstream graphics card.

While it's pretty good, it cant max out most modern games. High, yes. Ultra high with AA, no.

If you want to play most modern games at ultra settings you need to spend atleast $160 and get a Geforce GTX460 or Radeon HD6850. For the second question, compared to the HD5670 a GT430 is CRAP. The HD5670 is atleast twice as better in every respect.

This website compares both cards playing crysis on all settings, I believe that the radeon card is much more powerful by almost twice as much power.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
