You can use ping with the -t option. It will ping continuously. At any point you can press Ctrl-Break to see the statistics, including min/avg/max. Press Ctrl-C to quit.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
