No. Your parents do not own the home and therefore are not permitted to do any remodeling without the permission of the landlord. It does not matter if you will pay for it yourself or your boyfriend is "in construction".

If the place is infested, you need to talk to your parents about hiring an exterminator and doing a better job keeping the place clean.
