Can I add a hard drive from a system (A) to a different system (B) and use the programs originally installed from system A on system B?

I'm not sure if the motherboards have to be identical, but I do know that the processor has to be compatible. If you had an AMD processor on the original motherboard, then upgraded to an Intel, it won't work, the OS won't recognize the processor. So keeping the exact same processor would be best.

Normally, If you add it as a slave, you can use any data thats on the drive. But i've never used a secondary HD with an OS already on it. So I would say it's safe to try.It might not work, but it shouldn't damage anything.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
