Can I do a clean install of Windows 7 64 bit onto my Windows XP 32 bit?

It does depend on the type of disc that came with your laptop. If it is a branded disc, one from the manufacturer of the laptop then it is unlikely to to work. To prevent piracy many manufacturers are instructed by Microsoft to put in a small piece of code that checks the BIOS data for the manufacturers name tag, if it does not find it, then it issues and error and will not load.

All you can do is try it, you will know pretty quickly if it is not going to load on your XP based computer. Of course the biggest issue is where are you going to get the key code for W7? If you don't buy one, using the code from your laptop is illegal under the terms of the EULA (End User Licence Agreement) and you risk the number being banned for both machines.

Windows 7 requires a license to use on each computer. You can not use the other copy you have for the other computer to put on the XP computer. On your XP computer, can you get into windows at all?
