No you can't it might get you into trouble. You can use it with Google ad sense when you have your own domain and web site,but not in hub-page platform.

I use Chitika in my websites and they are great. Unfortunately, it cant be used here in Hubpages. The only ad system they allow is Google Adsense.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
