Can I use FBO web services to unarchive an award notice without providing an associated solicitation number?

Yes. An award can be unarchived via FBO web services using the unarchiveNotice web service method. A Solicitation Number or an Award Number must be provided to unarchive the related notice.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
