Biological parents don't have to adopt their own children. If the girl has been placed in foster care, she was removed from her parents' home for a reason. The courts are the only ones who can say if they're fit enough to continue to raise their child...until the girl turns 18 and can choose the people she wants to live with.
As long as the girl has not been adopted by anyone else (you said she's a foster child), her parents don't have to adopt her back.
