Can you can/preserve cucumber and onion salad in a hot water bath?

It is necessary to heat the vegetables to a point that will destroy bacteria that causes botulism. I can't see that happening by that method. The idea is to reach 240 degrees without changing the texture of the vegetables too much.

I think if you want to can vegetables and still preserve a modicum of freshness, you should invest in a pressure canner. And even then, I'm not sure of the salad when you open the jar later on.It won't have the crispness of fresh vegetables. And it seems to me, that all the ingredients of your salad are available throughout the whole year.

You can have a fresh salad at any time.

I always assumed she put the jars in hot water to do the final filling...before capping them...to create a vacuum.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
