Can you evolve togepi in Pokemon fire red?

Togepi will evolve once its friendship level is maxed out. Friendship is obtained through numerous ways such as using items like Potions, as well as having Daisy massage the pokemon once every so often. Do not use items that are tagged "bitter" as this decreases friendship.
