You sure can! PVC is easy to cut with a hacksaw and they have all sorts of elbows anc connectors to use. You could even clean it with ammonia after it's built and spray paint with Krlon Fusion paint for plastic.

Yes bot even the larger sizes may wobble, I've made tables out of pvc and iron pipe with flanges, and iron pipe is sturdier but pvc can work.
