Can zoning enforce laws on some and not others?

In a word, yes. You can feel free to make complaints about all of the others that you think are in violation. But you are in a loosing battle with this.

Most cities work off a complaint system for that sort of bylaw. Yes, if someone complains you must comply. You have now painted a target on yourself by being obstructive, and the city has very severe options that they can use.

I suggest that you straighten up and fly straight. As for your complaint about your neighbor, that has nothing to do with the city, that is a personal matter between you and your neighbor.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
