If it's a public pier in California ocean waters, no. Any other pier or dock in California, yes. Anywhere else in the country/world, the rules are different, so maybe or maybe not.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
