I imagine you are thinking of causing the entire dam to collapse in a dramatic flood. Unfortunately, if the dam has been standing for 20 years with no maintenance, that's a fair bit of evidence to suggest it's not quite on the edge of failure. Concrete dams, of which hydroelectric dams are for all intents and purposes a subset, are not conducive to collapse in that situation, large dams, like the Hoover dam, can run up to 600 feet thick of concrete.
Yes, I said thick. Now, that dam is much larger then what I suspect you are thinking of, but absent accidentally performing a well-planned demolition with a great deal of explosives, there is really no way to unintentionally cause a collapse. Now, if they accidentally detonated explosives near a turbine inside the dam, that could cause a dramatic flood and easily kill anyone to have the misfortune of being inside the dam.
But that is the most dramatic failure I could see being the result of an accident.
If it were possible, it would have happened already because lots of people strongly object to good fertile land being taken out of production, and people kicked off their homelands, just to make electricity for people living in cities. If you are writing a story you don't have to be scientifically accurate, just look at the Bermuda Triangle and Chariots of the Gods, bestsellers written by guys who lied about the evidence. Then there are lots of stories about people who found the Fountain of Youth or some all-powerful crystal which could destroy the Earth if it got into the wrong hands.
And Dr. Who saves the planet every 3 months doesn't he? Ignore scientific facts and just tell a good story.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
