Does anyone know the origin of the word "minkya"? All state workers use it, and Ive yet to discern its exact meaning?

Yes. It is a Sicilian profane word meaning penis. Also it is used as an expletive in the same fashion as "God Damn" or "Fuck".

It is actually spelled as "Minchia" I believe. I know this because I lived in Sicily for a number of years and it was used commonly.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
