Electric bill less when washer/dryer are used at separate times vs used at the same time?

That depends on what washer and dryer you're using. I'd say, do it at the same time so they can use the amount they are going to use, but in a shorter time. You can test it, for one billing period use them at the same time, then the next one, don't.
