More than likely it's and in-grown hair from shaving. Also likely it could be a cyst. An old home remedy would be to apply a piece of raw bacon to the effected area and leave on for a few hours and it'll help draw the substance to the surface.At that point you can sterilize an exacto knife you can pick up from any hobby store and cut a small opening and have your closest friend or family member squeeze the contents out.

A boil,i had one under my arm once and it turned into an abscess and had to be drained,it may burst soon or may need anti biotics to clear it.
